Fran Franks is a retired attorney from New Jersey, dedicating much of her career to legislation and public policy. From 1998 to 2002, she served as Board Secretary and Legal Specialist at the New Jersey Board of Public Utilities and as Director of Legislative Affairs at the New Jersey Department of Banking and Insurance.

She previously practiced administrative law at the Insurance Services Office. Fran holds degrees from the College of Saint Elizabeth and Seton Hall University School of Law.
